Overview
This warning message is shown when a user with administrative rights has just created a workflow with one or multiple Triggers, and shortly after the user has logged off.
This warning can be safely ignored in most cases. However, notice that in situations when a Trigger is rapidly firing up Tasks, some workflow runs may be skipped due to the Trigger restart. The Trigger restart happens only when a Task is just edited or created. After the first system reboot or when the user logs off, the Trigger restarting is not happening.

Cause
The Trigger restarting is happening only the first time Trigger is created and the same user logs off. It also may happen when the user edits the Task and logs off.
Solution
To prevent a Trigger restarting during a user log off process, create a separate user account that is not used by a real person. Log on with that user at least once (per server lifecycle) to allow Windows to create a user environment and desktop. Then use that user credentials in the Task Run As settings.
Depending on workflow requirements it may be useful to create a Windows service account instead of a user account.
